You can try to get CTPP2 && HTML::CTPP2 from this fork:

https://github.com/waaeer/ctpp
https://github.com/waaeer/ctpp-perl

As far as I know nobody tried to build it on FreeBSD but under Linux it works
fine and the problem with  perl => 5.22  compatibility solved there.
