net/p5-Geo-IP depends on net/GeoIP. When you install net/GeoIP, you'll see a
pkg-message as follows:

GeoIP does not ship with the actual data files. You must download
them yourself! Please run:
# /usr/local/bin/geoipupdate.sh

Follow the instruction to download data files.
