Fix DIAGRAM option, add p5-strictures dependency

Add a dependency on p5-strictures.  It's not mentioned in META.yml or
Makefile.pl which I guess is simply an error.

Fix the DIAGRAM option handling so that the additional ports are added to the
RUN_DEPENDS if the option is selected.	Previously they'd only be added to the
BUILD_DEPENDS with consequently disappointing results when installing from pkg.
