Move p5-strictures from TEST_DEPENDS to RUN_DEPENDS

Move p5-strictures from TEST_DEPENDS to RUN_DEPENDS.

Despite what it says in the module's Makefile.pl, p5-strictures is used by the
module at runtime, not just for testing.

Poudriere testport: OK.
