patch for updating port

- add dependencies explicitly required by Makefile.PL,
without which this module simply would not work.
- add a FreeBSD patch to provide a relevant message when running 
perl built-in tests from within a poudriere jail, which does not 
have connection to the Internet.
- bump PORTREVISION.
- request maintainership of this unmaintained port.

"portlint -AC" just warns against non-empty $FreeBSD$ tag, 
and about non-empty PORTREVISION.

Tested with poudriere (logs attached) at:
- 10.0-amd64
- 9.3-amd64
- 8.4-amd64
During this testing, built-in perl tests were activated with
"pre-install: test" construct in the port's Makefile.
