New .packlist files ([ports-i386@pointyhat.freebsd.org: p5-Net-OSCAR-1.907 pkg-plist errors on i386 5])

A whole bunch of perl ports have started installing a .packlist file
where they did not previously do so.  Did something change deeper in
the system to cause this?
