Problem with compile of OO-2.4.1

I've been running into an issue compiling OO here. The compile works 
fine normally, but if I set LOCALIZED_LANG=alllangs, I run into this error:

Any clues? This is on FreeBSD 7, latest ports tree. A regular English 
build of OO seems to work fine.
