OOo 2.3.1: No Macro Security settings dialog

Hi,

This is on 7.0-PRERELEASE.

The Macro Security settings dialog just does not appear.
Now I am very safe, but can not do some work.

Any chance of disabling the security feature by hacking a configuration  
file, as a workaround?
