By encountering below info,

especially below written above

rm /home/user/.config/libreoffice -> no effect


I checked my home directory  ~/.config/libreoffice   and noticed lock file has
been created.

~/.config/libreoffice/.lock

I renamed it to  ".lock-old" and now LibreOffice is launched normally.
