LO 5.0.1 configure don't see libjpeg headers

No issue now, looks like it was a problem with broken/not updated 
LO 4-5 localisation file (in place of a page counter there was "OLE object" 
alt text, which should be tell tale).

Somehow it fixed "itself" after playing with various packages of LO4/5.
