spadmin refuses to work

/usr/local/lib/libreoffice/program/spadmin produces an error box with the
following message and does not allow to modify printer configuration or add new
printers:

No printers can be installed, because the file system is read-only.
Please contact your system administrator.

Having googled for this message and looked at this bug report:

I did the following:
$ mkdir /usr/local/lib/libreoffice/share/psprint/driver
$ cp
/usr/local/openoffice-3.4.1/openoffice.org/basis3.4/share/psprint/driver/SGENPRT.PS /usr/local/lib/libreoffice/share/psprint/driver/

After that the problem went away.

My libreoffice port is configured with CUPS option and thus, I believe, that the
following configure options are used: --enable-cups --without-ppds

Apparently --without-ppds triggers the problem, although it is quite clear that
the root cause is somewhere in the libreoffice code.
