Hi Maho;

How about 
PKGNAMEPREFIX= apache-
PKGNAMESUFFIX= ${LANG_PKGNAME}${LANG_SUFFIX}

So we get:
apache-openoffice-3-devel-en_US

(We should probably take the 3 out too)
