Hmm, I wonder if the RELENG team would
bristle at that statement, especially taken
out of context as I have here.  We might want
to mention that the tree is "frozen" for some
weeks prior to a RELEASE to make sure
that no unexpected "features" are added
to the code prior to it's RELEASE date...and
to give time for at least a certain type of testing....

RELEASES are tested, but not by the general
public per se*, prior to being tagged and made
available to that public as X_X_RELEASE.

*Apart from the developers/committers, users
who read -STABLE (as an example) are encouraged
to update to the "frozen" code base and give it a
workout in hopes that any hidden gnats will come
out in the open prior to the RELEASE date....
