I built last stable/12 again, and issue is there after both cases:

ifconfig bridge0 create
ifconfig bridge0 addm em0 up
ifconfig bridge0 destroy

but I've found it also with:

ifconfig bridge0 create
ifconfig vlan0 create
ifconfig bridge0 addm em0 up
ifconfig bridge0 addm vlan0 up
