Your going to find that difficult. You shall need to teach
ifa_maintain_loopback_route about fibs, and how to walk them to add and remove
its attempt at loopback route maintainance. Or simply kill the
ifa_maintain_loopback_route code and put that back in the hands of userland
routing protocols where it belongs.
