If my theory of the problem (in comment #16) is correct it may be resolved by
the bridge performance work (see https://reviews.freebsd.org/D24250 for the
main patch).

I've been trying to test that, but keep running into other carp issues in
CURRENT.

This performance improvement is also unlikely to be MFCd back to 12, because it
relies on the NET_EPOCH work.
