ixl in 12.0 uses iflib to handle queue allocation:

sysctl -d dev.ixl.0.iflib.override_ntxqs
dev.ixl.0.iflib.override_ntxqs: # of txqs to use, 0 => use default #

sysctl -d dev.ixl.0.iflib.override_nrxqs
dev.ixl.0.iflib.override_nrxqs: # of rxqs to use, 0 => use default #
