Linux has already accepted a patch to allow assignment of 240.0.0.0/4:

OpenWRT (major third party firmware) has accepted a similar patch:

A new ID will be submitted to the IETF soon. 
Please note that there were some attempts in the past in the IETF already:

At the time it was perceived that ipv6 would take over faster. However, the
adoption of ipv6 has been slower than expected.
