I'm beginning to feel that the solution is not as simple as clearing the DF
flag unconditionally. Windows does not do that as seen from the packet dump I
attached yesterday https://bugs.freebsd.org/bugzilla/attachment.cgi?id=210202 ,
and still FTP from a Windows host works over a IPSec transport mode.
