I have just been reading
https://lists.freebsd.org/pipermail/freebsd-stable/2019-April/090829.html which
seems to be the same issue I am describing here.

To summarize:
- em(4) has very poor performance in 12.0
- I had to switch to net/intel-em-kmod to get back a decent performance
- net/intel-em-kmod is old, therefore I would like to see the real issue being
fixed
