In my case the problem seems to be gone... I suspect Juniper switch OS was
behaving badly, in the meantime my machine has been upgraded to 11.2-RELEASE-p9
but I bet on switch. It's Juniper ex3400-24t running Junos 18.2R1.9 right now -
the machine boots fine, both lacp links are UP.
