It is called PPPPoA.

The ISP's equipment may be supporting both PPPoE and PPPoA. They may
be running them in different VCI/VPI's also.

It may also be that you need to send a IGMP join to get them to send
the IPTV multicast stream, and somehow that is happinging with you
do the DHCP.
There are very few details here to know much about
any of what is actually going on.
