Yes, IPv6 packet will be dropped by nat rule.

Your problem seems like the one described in
	https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=206231
And the proposed patch is partially like your. I think if you still have
the problem you need to reopen this PR.
