ndis wireless on 11.0-RELESE has been broken and its patch

Hi,

I've been chasing a NDIS wireless bug for a while as I realized network stopped working on some of hardware.

I have its PR and also attached a patch.

It will be nice if someone can follow up so that we can have 11.1-RELEASE NDIS wireless working.
