I don't think it is similar, although I haven't thought it through in great
detail. For starters, there is no TIME_WAIT to assassinate. I don't see how
the situations would be similar.
The only way I can think of to stop this would be to invent a new state,
similar to TIME_WAIT but not awaiting only FIN, that would remember that the
connection has terminated unsuccessfully. I don't think this is warranted.
