In fact, the first ACK is replayed.

<- FIN (delayed/lost/ignored/...)

<- RST => the connection disappear from server (delayed/lost/ignored/...)
-> [DATA: Replay first packet] (seq 1 ACK 81) => Reopen the connection without
SYN + SYN/ACK !
