Announce IPv6 prefix without being IPv6 gateway?

Yes it is.  You'll need to set the router lifetime to 0 in
rtadvd.conf, e.g.

           ef0:\
                   :addr="2001:db8:ffff:1000::":prefixlen#64:rltime#0:
