Full 32bit flowid from igb(4)

So, the 32 bit field that has the flowid in the rx descriptor can mean
multiple things - not just the flowid.

For igb it can also mean one of the RX checksums.

for ixgbe it can also mean RX checksum, or flowdirector flow
information, or a few other thngs.
