[Differential] [Request, 34 lines] D1657: Allow VFs to run while the PF is admin down

REVISION SUMMARY
  Ensure that the admin queue interrupt stays enabled as long as
  we have VFs.  It is a requirement that the VFs be able to keep
  running correctly even if the PF ifnet is admin down.
