bgpd route doesn't come into kernel

I use quagga0.99.21 on freebsd 8.2

When i run Show ip bgp, i can see all networks but i have a problem with
zebra.
Zebra seems to work but routing table is empty. 
My bgpd.log;

But zebra can't get routings from bgpd. So the routing table is empty for
bgpd in zebra.
I upgraded quagga0.99.21  and restarted the server but no  change

What can be the problem ?
