connections stuck in SYN_SENT problem (re: kern/138046)

Does anyone have a copy of the example program found in kern/138046 (404 is returned) or validated if reported SYN_SENT bugs are valid?

The other day we ran into a similar looking problem where we had connections stuck in the SYN_SENT state and would like to compare the two situations.
