Packages with the wrong source

I have two channels on the Internet PPPoE - tun1 and tun2.
When you start ntpd, incoming packets begin to crumble with the first
ISP, although requests come from the 2-nd ISP

Only helps to turn off ntpd.
The only problem with the ntp packets
The problem suddenly appears and as suddenly disappears.
There are ideas on how to fix this problem?
