[em] vlan problem on 8.0-RELEASE

Creation/destroying vlans with parent em interface leads to link flap:

root# date;ifconfig vlan4000 create vlan 4000 vlandev em1 10.0.0.1/30;sleep 5;tail -7 /var/log/kern.log
