tcp_mss 'cleanup'

Hi,

as part of a larger patch I have done some changes to tcp_mss to
"cleanup" things that I'd like to get in before going on:

The 'case 0' case is questionable if it's a better solution but it
would save us the extra #ifdef INET6 and ? : logic there.
