That is exactly what the kernel is trying to tell you.  The SPI's on
packets being received do not match SPI's currently negotiated by
raccoon.  Therefore, the kernel cannot decrypt the packet, so it logs an
error.

If you want to know why that SPI is being sent, it may be helpful to
login to the OTHER endpoint and find out what SPI's it thinks are
supposed to be in use.  They appear to be getting out of sync.
