A Bound End-to-End Tunnel (BEET) mode for ESP

We have implemented the ESP BEET mode proposed by draft:

One can fetch the patch to be applied on top of CURRENT from:
http://users.piuha.net/jmelen/BEET/BEET_20061120.patch

There is also avaialble two short shell scripts which create BEET mode SAs to 
the peer hosts:
