Another bug with same-net same-netmask IP aliases

Hi Max,

There's another nasty bug when adding same-net same-netmask IP
aliases: no RTM_NEWADDR is generated.  From a quick glance I
cannot see how to easily fix it -- the message is generated from
rtinit() which is not called in this case.
