I needed to do the exact thing so I could switch to replace dead NIC
without having to involve my Cable company.
/etc/rc.conf:
ifconfig_xl0="DHCP" # DHCP on external interface
The key was created /etc/start_if.xl0:
#!/bin/sh
#
# Needed to fake my MAC at Comcast
#
/sbin/ifconfig xl0 ether 00:80:c8:de:1a:50
/sbin/ifconfig xl0 up
