net.inet.icmp.icmplim change issues

Greetings programs,
I'm working on making a freebsd shuttle box to do throughput testing at
remote sites on campus. There's a couple things I'd appreciate some
advice about.
I'm interested in turning off the icmp response limit. In
/boot/loader.conf I have the following:
net.inet.icmp.icmplim="0"
Yet when I boot
% sysctl -a | grep icmpl
net.inet.icmp.icmplim: 200
net.inet.icmp.icmplim_output: 1
Doh! Would I need to recompile my kernel for some reason, or is
/boot/loader.conf not the right place. Is this something I really
shouldn't be doing?
