  multimedia/vlc: add ALTIVEC option, fix build on powerpc64 elfv2, add
USES=localbase

  Add ALTIVEC option to enable/disable AltiVec easily when needed.

  Fix build with LLVM and AltiVec, altivec.h defines its own bool.

  Add USES=localbase.
