You could look at rat:
http://mediatools.cs.ucl.ac.uk/nets/mmedia/wiki/RatWiki#RobustAudioToolRAT

It does contain a GUI though.  It's be quite a few years since I used
it though...

Other possibilities are ffmpeg or vlcserver.
