suspend/resume moused restart required

I've updated the bug (200938) with a workaround.

Disabling the trackpad in the BIOS causes the mouse
not work after a suspend/resume.  This wasn't a problem in the past, but
is now.

Instead of disabling the trackpad in the BIOS add
hw.psm.synaptics_support=1 to /boot/loader.conf and add
hw.psm.synaptics.touchpad_off=1 to /etc/sysctl.conf.

Now the mouse works (without the trackpad) after suspend/resume.
