ichss0: transition to 1 failed

After I recompiled my kernel with device cpufreq , dmesg spits out tons of messages like:
ichss0: transition to 1 failed
What does that mean?
sysctl -a |grep ich shows:

sysctl dev.cpu|grep freq shows

I dont use est.
