Please note that I've been experiencing the same problem with trying to
start Glassfish in debug mode.

I've submitted PR ports/184782 for this.

I'm aware that PR ports/184204 also exists which is rooted in the same
problem.  However, that PR is specific to Netbeans and there is a
workaround to make Netbeans start.
