Adjusting the versions to be 3.1.0 helped at least partway...Eclipse's
Plugin Manager now shows the PDE as correctly loaded.
I am still unable to even run the simple Hello World-Plugin
(New->Project->Plugin->Hello World template), because it cannot resolve 
any plugin dependency like org.eclipse.ui etc. 
I will have to try with eclipse 3.0, and then see where to go from
there.
