USB Modem and I4B

I don't know whether a USB ISDN TA will work, although it may be fairly
trivial to get it working if it behaves like a USB ethernet controller.

Note that the PCI card doesn't use CAPI. In fact, hardly anything in
I4B uses the CAPI.
