dummynet cpu usage

Dear Luigi,
i've moved from RELENG_8 to RELENG_8_0 and now have a lot of idle cpu again:

00030 2671994 474106017 pipe 6 ip from table(111) to any out xmit em0

ipfw pipe show | wc -l
504
