Locale submissions.

Hi,

Who is in charge of commiting Locales?

I createad a lu_LU Locale which should cover Luxembourg.
As we are developping quite a few apps that rely on  FreeBSD's locale.

Also wouldn't it make sens to include such a locale to *BSD?

In theory it should be +/- the same.
