Frequent daytime Pkg timeouts on http://pkg0.bme.freebsd.org/

Dear hubs@,
We're having frequent issues with timeouts with the http://pkg0.bme.freebsd.org/ end point. This is
our geographically proximate pkg end point. I can see quite often issues with latency with this
service (I've not bothered to set up a smokeping server to monitor this but I expect that from my
experience of browsing and frequent and constant daily timeouts whilst trying to update and install
packages with the default settings for pkg of 3 retries and 30s timeout, that this server infrastructure is having some quite serious issues with performance; and has been ongoing for a few months.)
I spoke with some of the people (unofficially) at Bytemark but I was eventually directed here to
seek assistance.
