rsync source for ftp mirror

Hello,

according to http://www.freebsd.org/doc/handbook/mirrors-rsync.html, I
could use rsync://ftp13.FreeBSD.org/
:
host ftp13.freebsd.org
ftp13.freebsd.org is an alias for ftp-mirror.irlab.internap.com.
ftp-mirror.irlab.internap.com has address 64.74.207.33
:
rsync: failed to connect to ftp13.freebsd.org (64.74.207.33): Connection
refused (61)
rsync error: error in socket IO (code 10) at clientserver.c(128)
[Receiver=3.1.1]

Is the handbook outdated or a temporary (rsync) downtime? (ftp
connections are successfull)
